OWPP offers key services in the areas of feasibility study assessments, meteorological education and training programs, and additionally provides key connections to Weather Sphere organizations.

Feasibility Study Assessments

Modern day national hydro-meteorological services (HMS) are challenged by an increasing expectation to produce improved forecast information, more accurate warning services, and additional products across many new forms of media. Unfortunately, such expectations frequently develop without a corresponding improvement in observational networks, computer systems, and hydro-meteorological technologies.

Hydro-meteorological feasibility study assessments serve as an excellent first step towards HMS modernization to meet increased demands and expectations. Based on the specific needs of an HMS, OWPP will customize an expert team of meteorologists, economists, and other key specialists to analyze the current systems in place, provide recommendations for modernization, assess the economical benefits of modernization, and propose a plan to successfully implement the recommendations. Depending on the specific needs of an HMS, the following systems can be reviewed in hydro-meteorological modernization feasibility studies:

  • Automated surface observations
  • Hydrological observing systems
  • Environmental monitoring observations
  • Oceanic observations
  • Radar network
  • Lightning location and detection network
  • Upper-air monitoring network
  • Hydro-meteorological warning system
  • Forecast and analysis systems
  • Data processing and communication
  • Computer resources and database
  • Back-up systems and data archival
  • Maintenance and calibration systems

The OWPP team will work with organizations such as the United States Agency for International Development (USAID), the U.S. Trade and Development Agency (USTDA), and the World Bank to arrange funding on a bilateral basis.

Meteorological Education and Training Programs

Through its participation with the Weather Sphere and access to a wealth of meteorological expertise, OWPP provides a variety of meteorological education and training programs. OWPP is closely associated with meteorological expertise spanning academics, research, and the private sector and for this reason, can provide the appropriate experts for any meteorological training needs. For any given project, OWPP will identify key individuals from within the community of more than 500 meteorological experts in the National Weather Center and surrounding facilities on the University Research Campus. The experts will then work to develop, administer, and successfully complete a customized training program tailored to the specific needs of the customer.

OWPP also serves as an important communication focal point between interested project collaborators worldwide and the meteorological education and research programs present in central Oklahoma.
